Yeast flocculation

This is a picture today March 11. Brewed about 2.5 weeks ago. Fermented at 15-16 deg for 9 days then for the last 9 days at 21. Yeast was WLP008 east coast ale. Yeast won't flocc for some reason. How much longer do you think I should wait? Maybe transfer?
Recipe: Feb 2017 amber wheat
Original Gravity (OG): 1.051
Colour (SRM): 7.5
Bitterness (IBU): 21.7
30.19% Maris Otter Malt
30.19% Munich II
30.19% Wheat Malt
4.72% Amber Malt
4.72% Carapils (Dextrine)
1.2 g/l Cascade (5% Alpha) @ 60 Minutes (First Wort)
1.2 g/l Cascade (5% Alpha) @ 30 Minutes (Boil)

That yeast might not flocculate until 15 days. It's a medium/low focculating yeast.

Looks like that is mostly clear beer below that cap which means the cap might not be active yeast. I bet you could rack from underneath it without disturbing the cap. The other option is to give a gentle swirl of the carboy and it will fall down in big chunks. Takes another day to clear after that. One of my favourite yeasts (wlp023) does this on every ferment.

Happens to me once in a while. I take a sample to see where the gravity is. If it's close to final gravity I'll rack to secondary and give it a few days to a week.
