Pre Boil and Original Gravity are the same!! Why?

I just finished up an IPA and took a pre boil gravity reading and it came out to be 1.040 at 69F, after 60min boil and cooling down the wort I took another reading and it was 1.040 at 65F. Why is this? Did my boil not boil well enough? Any suggestions would be great because after 5 hrs today and getting to the end it's a little disappointing. This is the my second time doing the IPA and didn't have any issues first time around. Thanks

This sounds like it should be impossible. Maybe a hydrometer issue? Do you have another you can try, or know someone close and try theirs?

I also wonder if there was any trub in your sample that might be throwing off your hydrometer

Was your wort mixed before you took the sample? If not there could be higher density wort (ie: more sugar) at the bottom than at the top. This happened to me once when I didn't mix the wort after mash (BIAB) and took a sample from the ball valve near the bottom of the pot.
