Yeast lag time

I pitched BRY97 Friday night at 20 degrees and placed it in my basement where it was cool (15degrees). After 24 hrs I moved it upstairs where it's 20 plus with two hoodies over it. It's almost 3 days and nothing is happening. I know this is a lazy starter but should I just be patient and follow the course

You should pitch more yeast. 3 days is too long. Other unpleasant things can start growing in the amount of time.
