I was planning on using 1056 for my recipe I am making tomorrow, but not sure if it's the right thing to do. It's an IPA with an OG of 1.064 and the smack pack says "Anything with a gravity of 1.060 or lower"

What's the proper thing to do? I didn't make a starter, because it was a last minute decision to brew this weekend. Should I add 2 smack packs? I'm not very knowledgeable on yeast, so any input would be great.

1 smack pack would probably do it, but I think a pack of the dry -05 might be better if you can't make the starter.

I think it just means it's an adequate amount for a 5 gallon batch with a gravity of 1.060 or lower. Ideally, you'd want to make a yeast starter for this beer (or any other), but it's a little late for that, so just go ahead and pitch the yeast as is. You may just have a little longer lag time then you'd like, so try aerating it extra well to compensate.
