Hey,
I have two 50 L kegs with pvc shiledings on the top and bottom (Labbatt style industrial kegs Sankey kegs).
I want to have a 50L boiling kettle.
My friend says that you can rip off the pvc. Is he correct?

Also, does anyone know where I can get some sanitary welds done on the cheap?

Gee, I haven't heard of being able to do that, but obviously, if you put enough effort cutting and grinding, that coating should come off. I assume it is the rubber chined Molson style kegs. Any Labatt keg I've seen is 15.5 gal all SS.
Of course your other option would be electric.

yes you can remove the coating.....i've heard of ppl doing it, but its a fair bit of work...GL
i think they look similar to this shape once removed....but maybe you can find an actual pic of one that someone has already removed to confirm.
