starting point for something coastal lager-ish?

I'd love to brew something similar to spindrift's coastal lager - around 5% ABV, crisp lager mouthfeel, relatively hoppy with what to me tasted like very english hops, and a nice brown malt backbone rather than pale and crackery.
I think I'll use Willamette hops and it tastes like I could use some chocolate malt, but I don't know what base malt to use - pils? plain 2-row? maris otter?
Probably try it with kolsch yeast because that's what I have on hand.
